The government and the social integration of young people

In Cameroon, as in many african countries, the population is predominantly young. Over 50% of the pupulation is under 18 years. Also over 55% of the population lives in large métropolles.
Indeed the fact that the population is so young should be a very important asset. Since it represents a force strong hand. What is supose to have a very remarkable impact on economic growth. But in these countries the reality is entirely different. Hardly these young dont have chance finding employment. This leads á delinquency in bantitisme dismantled and many social problems.
The question is whether it is possible to assist the state in its task? If so how?
